Recognition of professional qualifications acquired abroad for medical practitioners

Brief description:
• the Health Inspectorate shall issue certificates of recognition of professional qualifications in the regulated profession of nurses (nurse), doctor's assistant, nursing assistant, dentist assistant.
• in order to recognise professional qualifications acquired abroad in Latvia, the person should initially refer to the information institution - the Academic Information Centre (www.aic.lv) (hereinafter - AIC).
• the AIC compares the educational and professional qualification documents submitted by a person and the duration of practical training with the requirements specified in the Republic of Latvia for obtaining professional qualifications in the relevant regulated profession.
• the AIC shall prepare a statement regarding the conformity of the educational and professional qualifications of the applicant with the requirements specified in the Republic of Latvia and shall forward the submission of the applicant with the documents attached thereto to the Health Inspectorate for examination and for taking of a decision regarding the recognition of professional qualifications.
• documents for the recognition of professional qualifications acquired in the EU in the nursing profession may also be submitted electronically using the European Professional Card platform.
• if the professional qualification is recognised as conforming in the Republic of Latvia, the Health Inspectorate shall issue a certificate of recognition of professional qualifications. On the basis thereof, a person may register in the Register of Medical Persons and Medical Aid Persons.
• in order to register in the register of medical practitioners and medical treatment support persons, a submission/with the acquired certificate shall also submit documents certifying the proficiency of the official language to the person. Natural persons who have obtained education and professional qualifications in the regulated profession - nurses (nurse), doctor's assistant, nursing assistant or dental assistant in a regulated profession.

The Health Inspectorate shall take a decision, after the submission of all the documents:
• within 3 months for EU nurses (within one month and a half if the applicant is a member of the diaspora);
• within 4 months for professional qualifications obtained by a doctor's assistant, nursing assistant, dentist assistant in the EU (within 2-4 months if the applicant is a member of the diaspora),
• 6-12 months for the professional qualifications of a nurse, a doctor's assistant, a nursing assistant, a dentist assistant (within 3-6 months if the applicant is a member of the diaspora who has obtained professional qualifications in Australia, Brazil, New Zealand or a member of the North Atlantic Treaty Organisation).

Redress options
Decisions issued by national authorities in Latvia may be contested in accordance with the Administrative Procedure Law.
In accordance with the by-law of the Health Inspectorate, the decisions and actual action of the officials of the Inspectorate may be contested by submitting a relevant submission to the Head of Inspectorate (Klimans Street 7, Riga, LV-1012).
Reminder
If a professional qualification is recognised as conforming in the Republic of Latvia, the Health Inspectorate shall issue a vocational qualification recognition certificate. On the basis thereof, a person may register in the Register of Medical Persons and Medical Aid Persons.

In order to register in the register of medical practitioners and medical treatment support persons, a submission/with the acquired certificate shall also submit documents certifying the proficiency of the official language to the person.
