The submission and related documents must be submitted personally to the Visitor Service Centre or in the form of an electronic document, signed with a secure electronic signature (e-mail address pasts@jurmala.lv) or sent by post (address: Jurmalian State Administration on the Street 1/5, Jurmala, LV-2015).
Please note that for those who plan to engage in commercial fishing (company with limited liability (SIA), individual company (IU), individual merchant (EACH), fishing farm), it is necessary to add a permit (licence) to commercial activities of the Ministry of Agriculture of the Republic of Latvia in the fishery and a copy of the merchant registration certificate of the Republic of Latvia (if an undertaking shall submit this application for the first time or have carried out a renewal).
According to Sections 7 and 11 of the Fisheries Law, the priority to receive a fishing licence shall be that commercial company or individual merchant operating in the territory of the relevant local government, which is related to commercial fishing or engaged in the production and propagation of fish resources, has fulfilled the conditions of the contract previously entered into, and has complied with the rules governing fishing.
Section 7, Paragraph six of the Fisheries Law states that the relevant local government is entitled to lease part of the fishing right for self-consumption fishing to natural persons whose declared place of residence or the property belonging to which is located in the administrative territory of that local government.
Point 71 of Regulation No 918 of 11 August 2009, Regulations on the Lease of Water Bodies and Industrial Fishing Rights and Procedures for Use of Fishery Rights, stipulates that when granting the fishing gear limit (when entering into an industrial fishing rights lease agreement), account shall be taken of the fishing opportunities and effectiveness of the lessee during the previous period of exploitation of fishing rights; and the size of the fishing limit, the total number of fishing rights tenants, the advantages of local local government fishermen and other fishing and regional factors, as well as, where industrial fishing rights are leased for captive fishing, the fishing limit limits for this type of fishing, i.e. 1 fishing nets, 1 herring nets, 1 lite may be required for self-consumption fishing fish hooks, 100 pcs (Regulation No 1375 of the Cabinet of Ministers of 30 November 2009, Regulations on Industrial Fishing Limits and Procedures for Use in Coastal Waters), paragraph 7.
