Brief description:
In order to obtain an authorisation for the introduction, export, transit, use of psychotropic, narcotic drugs/substances as well as precursors for medical purposes, and
for veterinary medical scientific studies, for the determination or training of physical and chemical properties, for use in industry (except for use for pharmaceutical purposes), a merchant or a person authorised by a merchant shall submit an application to the State Agency of Medicines (ZVA) for the receipt of a permit and the documentation to be appended thereto

In order to receive the service, the merchant or the authorised person thereof must submit an application to the State Agency of Medicines (ZVA) and the necessary documentation in accordance with:
- the Law on the Legal Circulation of Narcotic and Psychotropic Substances and Medicinal Products, as well as Precursors',
- Regulation (EC) No 111/2005 (22.12.2004) laying down rules for the monitoring of trade in drug precursors between the Union and third countries;
- Cabinet Regulation No. 327, Regulations Regarding Transit of Narcotic and Psychotropic Substances and Medicinal Products, 13.08.1996;
- the procedures for issuing, suspending and revoking the authorisation for the use of plants, substances and medicinal products included in Schedule I, II and III of Narcotic Drugs, Psychotropic Substances and Precursors controlled in Latvia for medical and veterinary medical scientific studies, for the determination or training of physical and chemical properties' for the purposes of Regulation 21.04.2008;
- for BOM 04.02.2020. Regulation No 74 'Procedures for the Use of Narcotic Drugs, Psychotropic Substances and Precursors to be Controlled in Latvia in Industry'.

Document to be submitted:
• application pursuant to Section 19 of the Law on the Legal Circulation of Narcotic and Psychotropic Substances and Medicinal Products, as well as Precursors

• Application pursuant to Article 13(1) and Article 21(1) of Regulation (EC) No 111/2005 (22.12.2004) laying down rules on the monitoring of trade in drug precursors between the EU and third countries

• application pursuant to point 3 of Regulation No 327 of the BOM 13.08.1996, Regulations on the Transit of Narcotic and Psychotropic Substances and Medicinal Products

• an application in accordance with the procedure for issuing, suspending and revoking the authorisation for the use of plants, substances and medicinal products included in Schedule I, II and III of Regulation No 293 'of the BOM 21.04.2008 for medical and veterinary medical scientific studies, for the determination of physical and chemical properties controlled in Latvia or for training' Annex 2.

The customer shall receive copies of the import, export and transit permit on-the-spot ZVA.

Licences for the import and export of precursors shall be issued within 15 working days from the date of receipt of the application.

The service is received in accordance with the application of choice.
