Brief description:
A person who is a citizen of Latvia, a non-citizen or who has been granted stateless status in the Republic of Latvia is entitled to change the nationality record once against the nationality of his or her direct ascending relatives within two generations, if he or she has reached the age of 15 and can prove his or her kinship with the persons referred to.
A person who is staying in Latvia with a valid residence permit, registration certificate or permanent residence certificate is entitled to change the nationality record against the nationality entry “Latvian” or “Libitis”.
The application for the change of the nationality record shall be accepted by the family list department and shall be forwarded to the Department of Justice Ministry for the taking of the decision.

A person may apply to any division of the family lists in order to submit an application for a change of nationality record.
Receipt of services documents required:
1) a submission specifying the reason for the change of the nationality record;
2) a personal identification document;
3) a birth certificate or an extract from the birth register of the father or mother, which proves the relationship of the person with the direct-ascending relatives, and documents confirming the nationality of such persons;
4) written consent of the parents of a minor to change the nationality record or, if the minor person is in custody, the written consent of the guardian and the decision of the Orphan's Court regarding the conformity of the change of nationality record with the interests of the minor;
5) an opinion regarding the ethnic origin of the person specified by the Cabinet of Ministers, if the person wishes to change the current nationality record against the nationality record 'Libitis (Liv)' and it is not possible to prove the ethnic origin with the documents;
6) an educational document or other document which certifies the proficiency of the official language of a person corresponding to the higher (third) degree, but in cases where a person is a group 1 disabled person who has a disability granted without a time limit, a group 2 or 3 visual, hearing or speech disabled or is older than 75 years - an educational document or another document that certifies the average document the proficiency of the official language of the person corresponding to the (second) degree, if the person wishes to change the current nationality record against the nationality record 'Latvian';
7) a document certifying payment of the State fee.

In accordance with Section 9, Paragraph one of the Law on changing the name, surname and nationality record, the national fee for changing the name, surname or nationality record shall be EUR 71,14. The payment shall be made before the service is received.
A person who wishes to change his or her current nationality record against the “Libian (Liv)” nationality record shall be exempted from the State fee.
