 within a period of 4 months if the applicant has obtained a professional qualification in his or her home country, which is a Member State of the European Union or a Member State of the European Free Trade Association on the day of obtaining the qualification;
 within a period of 6 months if the applicant has obtained a professional qualification in his or her home country, which is not a Member State of the European Union or a Member State of the European Free Trade Association on the day of obtaining the qualification;
 within 2 months, if the applicant is a member of the diaspora and has obtained professional qualifications in another Member State of the European Union or in a Member State of the European Free Trade Association.

1. solis / General conditions
Education and professional qualifications acquired in foreign states in the professions regulated in the Republic of Latvia shall be recognised by determining the conformity of the educational and professional qualifications of the applicant with the requirements specified in the Republic of Latvia for the relevant regulated profession.

The applicant's professional qualification shall be recognised in the following cases:
1) the documents submitted by the applicant comply with the requirements specified in the regulatory enactments regulating the relevant fields of professional activity in the Republic of Latvia;
2) the applicant may compensate for the substantial differences in the nature, content and level of education in conformity with the additional requirements specified by the Cabinet for the recognition of professional qualifications.

2. solis / Submission of documents to the Academic Information Centre
The applicant shall submit to the Academic Information Centre in the form of personal, postal or electronic documents, by signing the application with a secure electronic signature:
1) an application for obtaining a qualification recognition certificate (Annex 1 to Regulation No 827 of the Cabinet 20.12.2016), specifying the type of professional activity, status (employee or self-employed person) and duration (temporary or permanent activity)
2) a copy of a personal identification document
3) documents (copies) which certify the education and professional qualifications corresponding to the profession indicated in the application
4) documents (originals) issued by the competent authorities of the home country certifying the right of the applicant to perform professional activities in the relevant profession or professional experience in the home country
3) documents attesting that the applicant has not been criminally held criminally liable for committing a criminal offence in the field of construction, as well as has not been punished for committing a criminal offence in the field of construction, or has been removed or a criminal record has been deleted, and which certify that the applicant has not been temporarily deprived of the right or prohibited from working in the profession in question;
4. if the competent authorities of the applicant's home State do not issue the documents referred to in paragraph 3, the applicant may replace them by a written declaration regarding the fulfilment of the relevant requirements, but this declaration must be certified and authenticated by the notarial or judicial authority of the applicant's home State or by the administrative authority of that State or by a professional organisation recognised by that State, as such, determined by the regulatory enactments of the country of residence of the applicant
5) documents attesting to the performance of the payment referred to in regulatory enactments regarding the procedures by which the applicant covers expenses related to the recognition of the professional qualification of a person,
6) documents attesting to the participation of the applicant in the diaspora, if the applicant belongs to the diaspora and wishes to have the documents examined within a shorter time period.

The applicant shall submit documents for the recognition of professional qualifications in the official language or in the original language together with a certified translation into the official language.
3. solis / Processing documents in the Academic Information Centre
If the submission of the applicant has been completed in full and all the necessary documents have been submitted or the applicant considers the deficiencies indicated by the Academic Information Centre to have been rectified, the information institution shall register the applicant's application in the register of submitted and examined applications.

The academic information centre shall evaluate the submission of the applicant and the documents attached thereto and shall prepare a statement with a reasoned opinion regarding:
 the status of the educational establishment in the home country of education;
the duration, level and type of acquisition of  education and their compliance with the requirements specified in the Republic of Latvia for the duration, level and type of education acquisition for the relevant regulated profession;
 the status of the profession concerned in the applicant's country of residence (regulated or unregulated);
the right of  to pursue or pursue an independent professional activity in the relevant profession in the applicant's country of residence;
 the duration of practical work experience in the regulated profession, if the practical experience of a specified duration is a requirement specified in Latvia for the performance of professional activity in the relevant profession;
 whether the professional activity indicated in the applicant's country of residence may be performed separately from the other professional activities to be performed in the profession, if in the application the applicant has indicated that he wishes to recognise professional qualifications in respect of part of the professional activities of the regulated profession;
 the eligibility of the applicant for the status of member of the diaspora.
4. solis / Submission of documents to the Certification Centre of the Maritime Union of Latvia
The academic information centre for obtaining the qualification recognition certificate of the applicant (Annex 1 to Regulation No 827 of the Cabinet 20.12.2016), with the documents and a statement appended thereto, within a month and a half after the registration of the applicant's application in the Register of Applications or, if the applicant is a member of the diaspora, shall be transferred for consideration and the taking of a decision within a time period of 3 weeks in the Latvian Maritime Register. the Centre for Certification of the Union.
The academic information centre has the right to extend the period for the preparation and transmission of a statement by 2 weeks, or, if the applicant is a member of the diaspora, by 1 week, if for objective reasons it is not possible to comply with the time limit.
The applicant shall submit to the Certification Centre of the Maritime Union of Latvia:
 application for the receipt of a building special certificate or for the addition of spheres of activity (Annex 2 to Regulation No 169 of the Cabinet 20.03.2018.)
 a statement by the construction specialist concerned on the implementation of the minimum practical work experience programme (at least 2 years of experience over the last 7 years)
construction projects of at least two different hydrotechnical structures developed by the  applicant (marketed, expert-designed or approved in the construction control body)
 calculations of the boundary positions of the main carrying structures of hydrotechnical structures and parts thereof, performed by the applicant.

The applicant shall submit documents for the recognition of professional qualifications in the official language or in the original language together with a certified translation into the official language.

5. solis / Examination of documents at the Latvian Maritime Union Certification Centre
The Certification Centre of the Maritime Union of Latvia shall examine the submission of an applicant from the Academic Information Centre for obtaining a qualification recognition certificate (Annex 1 to Regulation No 827 of the Cabinet 20.12.2016), the documents appended thereto, evaluate the information specified in the Academic Information Centre's statement, evaluate the documents submitted by the applicant and:

 not later than 4 months after the submission of all documents, if the applicant has obtained a professional qualification in the home country of which the Member State of the European Union or the European Free Trade Association is a Member State of the European Union on the day of obtaining the qualification.
 not later than 6 months after the submission of all the documents, if the applicant has obtained a professional qualification in his home country, which is not a Member State of the European Union or a Member State of the European Free Trade Association on the day of obtaining the qualification
 not later than 2 months after the submission of all documents, if the applicant is a member of the diaspora and has obtained professional qualifications in another Member State of the European Union or in a Member State of the European Free Trade Association.

 a decision on the recognition of professional qualifications or a decision on the recognition of professional qualifications in respect of part of the professional activities of the regulated profession, if the documents submitted by the applicant certify the conformity of the educational and professional qualifications of the applicant with the requirements for the recognition of professional qualifications

 decision on the determination of the conformity check for the adaptation period or qualification, if the documents submitted by the applicant certify the partial conformity of the educational and professional qualifications of the applicant with the specified requirements for obtaining professional qualifications

 a decision on the non-recognition of professional qualifications, specifying the content and duration of the additional required education, the institution in which it can be obtained, and the procedures by which the applicant can immediately complete the examinations.
The Certification Centre of the Maritime Union of Latvia has the right to request additional information from the competent authorities of foreign states or from the applicant, if it has reasonable doubts regarding the authenticity of the documents of the applicant, information regarding the acts of the applicant which are not admissible in professional terms outside the Republic of Latvia or lack information regarding the education, professional qualifications or professional experience acquired by the applicant.
The time limit for taking and notifying a decision in that case may be extended to 12 months or, if the applicant is a member of the diaspora, to 4 months.
If the applicant does not provide an answer within the specified time period, the Certification Centre of the Maritime Union of Latvia shall take a decision in accordance with the information at its disposal.
6. solis / Adaptation period and fitness check
If the Certification Centre of the Maritime Union of Latvia has taken a decision regarding the determination of the conformity check for the adaptation period or qualification:
in , it determines the duration of the applicant's adaptation period and approves the specialist under whose supervision the applicant exits the adaptation period
in the , it lays down the criteria and procedures for the evaluation of the applicant's work at the end of the adaptation period.

In order to perform the conformity assessment of the qualification of the applicant, the Certification Centre of the Maritime Union of Latvia shall determine the detailed procedures for the conformity assessment of the qualification, draw up a list of study subjects or courses regarding the acquisition of which, in comparison with the amount of education specified for the relevant regulated profession in the Republic of Latvia, the applicant does not have an appropriate educational document and the acquisition of which is essential in order for the person, could pursue the profession in question. These subjects and courses may include both theoretical knowledge and the practical skills required for the profession concerned, as well as knowledge of professional standards in the field.

The verification of the conformity of professional qualifications shall take place not later than 6 months from the date of such examination. The applicant shall be notified of the content and procedures of the qualification not later than 1 month prior to the conformity test.

During the adaptation period of the applicant in the Republic of Latvia, he or she shall be subject to the regulatory enactments of the Republic of Latvia governing the legal relationship of employment.

If the applicant has fulfilled the requirements specified in the decision regarding the determination of the conformity assessment of the adaptation period or qualification, the Certification Centre of the Maritime Union of Latvia shall, within 1 month from the date when all the documents necessary for the recognition of the professional qualification have been submitted, evaluate the fulfilment of the referred to requirements and take a decision regarding the recognition of the professional qualifications of the applicant.
