An expert-examination of disability or capacity of work shall be performed on a person with a physical or mental health disorder, for the following reasons:

1. the person has been treated continuously for at least six months before the date of carrying out the expert-examination,
2. the person has suffered stable functioning restrictions and is certified by medical documents.

If a person has severe and adverse forecasts, or if there are stable functioning restrictions, he or she may apply for a disability expert-examination at a shorter time than six months in consultation with his or her family or treating physician.

In order to carry out a disability expert-examination, the person must first go to his or her family or treating physician, who will be sent to the relevant specialists, will prescribe the necessary examinations and treatments, and will, if necessary, be sent to State Commission for Health and Health Examination Doctors for carrying out disability expert-examination.

For the performance of an expert-examination, a person or his or her lawful representative (parents or guardians, trustee for a minor; in other cases, a person with a notarised authorisation) Shall submit a submission with a request for an expert-examination of the disability. This can be done by:

The application shall be accompanied such documents (electronically scanned or original):

1. referral of the family or treating doctor to the commission;

ON the basis of the results of the expert-examination, THE GAERC will decide whether to identify a person with disabilities. Disability shall be determined for a specified period or without a repeated term of disability expert-examination (forever):

1. for a person under 18 years of age: one, two, five or up to 18 years of age (if established Anatomical defects or health disorders referred to in Annex 7 to Cabinet Regulation No 805);

The date of identification of the disability shall be recognised as the date on which the person has submitted an application TO THE DEATH with a request for an expert-examination of the disability.

If the expert of a doctor has sufficient information and it is not controversial, an expert of the State Commission of Health and Capability Examination Doctors shall perform an expert of disability and capacity-building expert without the presence of a person.

If the commission does not have sufficient information or is conflicting, the assessment of a person's health impairment and functional capacity shall be carried out in the presence of a person, in agreement with the time and place of the assessment of persons.

The expenses of the disability expert-examination shall be covered from the resources of the State budget.

If a person already holds a disabled identity card and wishes to apply for re-issue, this may be done by:

The e-service may:

If the disability is fixed for a term (six months to five years). For a minor - under 18 years of age), after the expiry of the term, the disability expert-examination may be performed repeatedly. The procedures for determining the re-examination of disability shall be the same as for determining disability for the first time.

If a person has submitted documents for repeated performance of the disability expert-examination and looks forward to taking a decision, no additional action shall be taken.

An SMS or e-mail message on the receipt of a disability document (decision, opinions, certificate) shall be sent to those persons who wish to be received on the spot. The State grants financial support to people with disabilities: pension, benefits, and a variety of benefits, less payments for services or exemptions.

Relief

The OCTA Act provides for a 40% discount to the OCTA policy for vehicle owners who are:

1. Disabled groups I and II,

Vocational development and social rehabilitation

The State Social Inclusion Agency (SIVA) provides both professional and social rehabilitation services to persons with disabilities or expected disabilities.

Social rehabilitation is a set of measures to restore or improve social functioning capabilities so that a person can regain social status, become part of the working environment, improve the quality of his or her life and promote his or her independence in day-to-day activities. In the framework of a social rehabilitation course, for persons with functioning difficulties and persons with predictable disabilities regarding State budget resources, specialists of the social rehabilitation multiprofessional team shall develop individual social rehabilitation plans, assist in acquiring those skills which, due to different circumstances, have lost and make it difficult for a person to enter society, educate on environmental adjustment, technical aids, day-to-day physical activities, nutrition and ergonomics. Vocational rehabilitation as part of the service, people with disabilities or predictable disabilities can learn the profession, retrain or develop their professional skills and skills without charge by studying at SISA College or by studying at Jurmala vocational secondary school. As part of the professional rehabilitation service, the SIVA provides a variety of support measures.

Persons with disabilities or expected disabilities within the scope of a vocational rehabilitation service have the possibility to:

2. vocational training;
3. in the learning of non-formal education programmes;
4. to work in subsidised workplaces;

7. to receive support for regional mobility;
8. support for the commencement of commercial or self-employment;
9. to receive mentor support within the motivational programme;
10. to receive an opinion of an ergotherapist prior to the commencement of employment legal relationships or training.

In accordance with Labour law, the employer is prohibited from suspending the contract of employment with the employee if he or she is recognised as a disabled person (except in cases specified in the Labour Act) Article 47(1) and Article 101(1) 1, 2, 3, 4, 5, 7 and 10).
