Vaccination certificate

The vaccination certificate will be recognised as valid for use in the territory of the Republic of Latvia and for entry only if at least 15 days have elapsed following Janssen 1 st Poch or Comirnaty (Pfizer), Spikevax (Modern), Vaxzevria (AstraZeneca) 2.

Persons who have overseen Covid-19 infections may only receive a vaccination certificate if an initial diseasement with Covid-19, confirmed laboratory positive PCR test in Latvia, and then received one of two doses of Comirnaty (Pfizer), Spikevax (Modern), Vaxzevria (AstraZeneca) vaccine, or one dose of Janssen vaccine and at least 15 days have elapsed since vaccination.

Covid-19 certificate post-approval

The existing Covid-19 vaccination certificate will continue to be valid when an additional dose of the vaccine or a booster vaccine is given and will continue to be used. At the same time, the Covid-19 certificate will be available on the website www.covid19sertifikats.lv and shall be used as proof of the supporting vaccine carried out. It should be noted that information on the vaccination carried out shall be entered into the system by the medical treatment institution within 48 hours of vaccination.

Certificate of diseasement

The certificate of diseasement will be established and will only be considered valid if at least 11 days have elapsed after the result of a positive laboratory test (Coronovirus 2019-nCov RNA) (the certificate will be valid 180 days after the test).

Certificate of laboratory tests

As from 1 August 2021, a certificate on the results of laboratory tests may only be established by the resident if the analyses have been carried out for a fee. You can find out more in the website section of the National Health Service "Change from August 1 in Covid-19 laboratory testing".

Short-term vaccination certificate

Tourists who have carried out vaccination against Covid-19 in the United States, Canada, New Zealand or Australia on arrival in the Republic of Latvia have the possibility to establish a short-term vaccination certificate for use in the territory of the Republic of Latvia for the receipt of various services, visits to catering establishments, etc. You can learn more about websites www.vmnvd.gov.lv under the heading "Digital Covid-19 Certificate".

Creating a certificate at the website www.covid19sertifikats.lv

To create your Covid-19 certificate, you must:

• Website www.covid19sertifikats.lv press the “View your certificates” button.
• Authenticate with one of the safe access features (Internet bank, eID card, e-Signature mobile).
• Request your own certificates in the system, then view and save them (on your computer, smart device) or print in paper format.

Receipt of a certificate if the citizen does not use the Internet

Citizens not using the Internet or unable to connect to the website www.covid19sertifikats.lv with internet banking or other means of access, your Covid-19 certificates may be obtained:

• Riga National Population Centers;
• Other big cities in information centres;
• National Unified Customer Service Centres;
• In the medical treatment institution where vaccination has been carried out.

Establishment of a certificate in case of vaccination carried out outside the European countries

If vaccination has been carried out outside the European Union (EU) Member States or in a country which has not joined the single EU digital gateway, registration of the fact of vaccination in the eHealth system of the Republic of Latvia shall be carried out for the receipt of a digital Covid-19 certificate, with application in the National Health Service. It should be noted that registration is being carried out, if a person has the right to a State-paid Covid-19 vaccination in Latvia. On the other hand, if a person has received a Covid-19 certificate in another EU Member State or country that has joined the single EU digital gateway, the registration of the fact of vaccination in E-Health does not need to be carried out by the citizen.

Use of a covid-19 certificate

The certificate may be presented electronically or as a paper printout.

In addition, when presenting a Covid-19 certificate, it is necessary to present his or her personal identification document — passport or identity card (eID card), driving licence, pupil's certificate, student's certificate, retirement certificate, certificate of the recipient of the retirement pension.

In cases where the citizen does not or does not have a valid identity document, such as in the case of a change of name, the person must refer to the Office of Citizenship and Migration Affairs, reserving the visit time to draw up a new personal identification document.

If a resident has carried out a full vaccination against Covid-19 but an appropriate certificate is not available on the website www.covid19sertifikats.lv , he is advised to connect to the eHealth portal and to check that the information on the vaccination carried out is shown in the section “Vaccination Data” under the heading “Vaccination Details”. If information:

• it is obvious that the non-existent digital Covid-19 certificate should be informed by the resident of the National Health Service writing to  e-address or e-mail covid19sertifikats@vmnvd.gov.lv;
• it is not apparent that the population must contact the medical treatment institution where vaccination against Covid-19 was carried out and request the verification of the electronically administered vaccination data. Information on medical treatment establishments carrying out vaccination is available by calling a free informative phone 80001234.

The verification of information on the eHealth portal needs to be carried out as data for the establishment of a vaccination certificate is received from the eHealth system. The introduction of data to the eHealth system shall be carried out by the performer of vaccination, while information on the results of the laboratory test and the fact of diseasement is received from laboratories.

In the absence of a certificate on the results of the laboratory test carried out or a certificate on the diseasement of Covid-19 (the diseasement must be confirmed laboratory), it is recommended that the citizen contact the laboratory concerned and make sure that the laboratory has carried out data inputs to the national eHealth system. How can a resident certify that it is his Covid-19 certificate?

Each Covid-19 certificate contains a unique QR code attested by a string of digital symbols. This string of symbols is like a digital signature. By scanning this QR code, you can find out whether the particular Covid-19 certificate is valid or invalid and make sure that the certificate is credible.

The Covid-19 certificate must be accompanied by the presentation of its identity document — passport or identity card (eID card), driving licence, pupil's certificate, student's certificate, retirement certificate or certificate of the recipient of the service pension. Children under the age of 15 may present a pupil's certificate or birth certificate. If a child under the age of 15 is accompanied by one of the parents, an older passport containing an entry for the child may be presented.

The QR codes for digital certificates can be scanned:

• a person or a controlling authority designated by the service provider, the organizer of the measure, etc.;
