If you have decided that your business will not be restricted to a couple of berry bushes or root beds, but you will grow cereals, vegetables, plant orchards, you will want to sell or receive European Union and other aid payments, you may become a customer of the Rural Support Service (LAD). For different e-services, the LAD Electronic Login System (LAD EPS) should be used to save your time.

EU support payments can only be received by LAD customers via LAD EPS.

Both natural and legal persons may become a client of LAD.

Every farmer is interested in obtaining a quality harvest. In order to achieve this objective, correct, economically and agronomically justified fertilising needs to be carried out, which cannot be provided without knowledge of agronomic soil performance.

Information on agronomic soil indicators can be obtained by applying fieldsagronomic exploration of soilsor by submitting soil samples taken for testingin an accredited laboratory.

Agro-chemical exploration of soils shall be performed by the State Plant Protection Service in accordance withCabinet Regulation No. 833 of 05.10.2004, Procedures for obtaining and compiling information on the level of fertility of agricultural land and changes thereofand approved by the Ministry of Agriculturemethodology.

The agronomic exploration of soils shall include:

• professional soil sampling according to a prepared draft plan;
• analysis of soil samples in an accredited laboratory;
• computerised processing and assessment of the results of agro-chemical soil analyses;
• digital soil agronomic research maps and preparation of agro-chemical research materials.

In soil agro-chemical research materials, information on the agronomic performance of soil is presented in the tables as well as in the form of a agronomic survey map. Consequently, the use of soil agrochemical research materials is very extensive, both for the planning of fertilisers and for the calculation of kayaking standards, etc.

Soil agro-chemical research materials also include general recommendations on soilsrectificationmeasures, if any, as well as an assessment of the level of agro-chemical accumulation of soil. In assessing this information, the farmer/groomer may plan appropriate soil remediation measures in the near or future.

When selecting soil samples to be taken independently and submitted to the laboratory for testing, the farmer shall receive a test report from the laboratory showing the numerical values of the indicators applied for analysis. In this case, the farmer must be able to assess the results obtained.

How do I apply for agronomic soil research?

For soil agro-chemical research, applications may be made using the Electronic Login System of the Rural Support Service (LAD EPS) by selecting the “agronomic exploration of soils” service under the heading of the main menu of the National Plant Protection Service.

Plant seed is the beginning and foundation of the next harvest. What plant seed material will be used for crop production, the purity of the seed variety, the quality of germination, etc., according to the specified requirements, depends not only on the size of the next crop and the likelihood of environmental contamination, but also on the seed itself as the market commodity price.

It is very important for any farmer to be sure that quality material will be purchased before the seed is purchased. In order to protect seed buyers from traders of poor quality seed, the seed chain process shall be monitored and controlledState Plant Protection Service.

What is seed certification?

Seed certification means the identification of varieties, the examination of the breeding conditions and quality characteristics of the seed, which includes field inspection, seed quality assessment and post-control, and which is approved by the relevant document.

The seed certification process shall be regulatedLaw on the Circulation of Seeds and Varietiesand the compliance thereof shall be controlled and supervised by the State Plant Protection Service.

Cereal, fodder plants, oil plants, fibre plants, beet, vegetable and potato seed material may be sold if it has been certified or, in certain cases, if it has been checked in accordance with the prescribed procedures.

Viewing the growing field

One of the stages of the seed certification process is the assessment of the growing field or field inspection, in which the compliance of the field and the growing plants with the requirements is assessed during plant growth, as well as the purity of the species and variety is determined.

This process shall be performed by the State Plant Protection Service, which shall prepare and issue a field survey report, as well as take a decision regarding the conformity of the variety volumes for the acquisition of seed.

How do I apply for inspection of the growing field?

If an e-service is not used, the following documents shall be submitted to the State Plant Protection Service:

Laboratory seed analysis

Any farmer may take a seed sample himself or herself and deliver the State Plant Protection ServiceNational seed control laboratoryor in its branches to determine the qualitative characteristics of the seed — analytical purity of the seed, impurity of other plant seed, germination, viability, moisture content, pest infestation, 1000 seed mass, presence of the seed, health of the seed.

If a seed grower cultivates seed of cereals, fodder plants, oil plants, fibre plants, beet, vegetables and potatoes intended for sale, the conformity of the quality of the seed lot with the requirements of the regulatory enactments on growing and marketing of seed must be checked in conformity with the packaged and labelled. In this case, an inspector of the State Plant Protection Service shall come to the seed grower and take a sample of the average seed.

The State Plant Protection Service shall:

• perform an analysis of the seed sample in the laboratory;
• assess the conformity of the quality of the seed lot with all the requirements;
• issue a seed testing report;
• the official labels of seed packaging shall be manufactured and issued (if the seed lot complies with all the requirements).

How do I apply for seed testing?

Phytosanitary control is a set of measures taken by the national phytosanitary services to protect the country from plant quarantine organisms. Different phytosanitary control measures shall be carried out at and within the external border of the European Union.

Phytosanitary control on the external borders of the European Union

In order to protect Latvia and the European Union from plant quarantine organisms which may be imported from third countries, consignments imported into the external border of the European Union which are subject to phytosanitary controlgoods, checked by border inspectors of the Food and Veterinary Service.

What plants and plant products are subject to phytosanitary control, what documents are required and how border controls are being carried out, you can find out on the website of the PVD.

Internal phytosanitary control of the European Union

In accordance withCabinet Regulation No. 772, Regulations Regarding Plant Quarantine, No. 17.12.202020.part of plants and plant products to be distributed (marketed) within the European Union must be subjected to checks at breeding sites and be added to the movementplant passport. It is permitted to use a plant passport if plants and plant products comply with the phytosanitary requirements.

How do I get a plant passport?

In order to obtain a plant passport, the person must be registeredOfficial register of professional operatorsand submit a submission to the State Plant Protection Service regarding the performance of the necessary examinations in order to receive a permit to use a plant passport, andDeclaration on phytosanitary control. When an inspector of the State Plant Protection Service has examined plants and plant products subject to phytosanitary control declared by a person and has issued a permit for the use of plant passports, he or she shall submitApplication for the production of a plant passport.

Cabinet Regulation No. 772, Regulation No. 17.12.202020, “Plant quarantine regulations”Point 4provide that any natural or legal person cultivating, processing, storing, marketing, importing and exporting plants, plant products and objects in contact with them must registerOfficial register of professional operators. The State Plant Protection Service shall register the persons in this register and assign individual registration numbers.

To registerin the register, we recommend that you use an e-serviceRegistration in the official register of professional operators or deletion from the register 'the agricultural sector's e-services site.

If an e-service is not used, the following shall be submitted to the State Plant Protection Service:

• Application for registration in the Official Register of Professional Operatorsand

• Declaration on phytosanitary control.

If a person wishes to carry out labelling of wood packaging material, the following shall be submitted in addition:

• Application regarding the granting of a permit for labelling of wood packaging material;
• plans for storage areas and storage facilities;
• a copy of the conformity document issued by the certifying authority (if the person performs the thermal treatment of wood);
• description of the process of heat treatment of wood and wood packaging material and the process of manufacturing and labelling of wood packaging material (instruction).

Phytosanitary certificate

In order to export plants and plant products from Latvia to countries not members of the European Union, a phytosanitary certificate is requiredfor export or re-export. The phytosanitary certificate is a document attesting that the exported plant production has been inspected and conforms to the phytosanitary requirements of the beneficiary country prior to its export from Latvia.

Prior to the issuance of a phytosanitary certificate, the State Plant Protection Service shall ascertain the phytosanitary requirements of plant and plant products in the recipient country of the consignment and perform an examination of plant production.

In order to receive a phytosanitary certificate, it is recommended to use the e-service “Phytosanitary Certificate” in the State Plant Protection Service State Plant Monitoring Information System (KUVIS). In order to do this, it must be completed first and submitted to the State Plant Protection Service:Application FOR THE use OF KUVIS'and must be closed“Contract for the provision of payment services and payment arrangements”. When you have received a user name and password after submitting an application, you must authenticateKUVIS.

Integrated farming of agricultural products is the production of agricultural products through environmentally friendly measures, preserving biodiversity and reducing risks to human health and the environment, while taking measures to ensure plant protection. Integrated plant protection is based on regular seasonal survey of crops – monitoring.

The conditions to be met by integrated growers of agricultural products shall be determined by:Cabinet Regulation No. 1056 of 15.09.2009 — Requirements for Integrated Growing, Storage and Labelling of Agricultural Products and Procedures for Control.

The integrated cultivation of agricultural products must respect the following principles:

• to be performedagronomic exploration of soilsOrsoil analyseson the basis of which each crop is developedthe Fertilisation Plan;
• a rural accounting system (field history) should be established for the field of each grown crop, reflecting each year the soil enrichment, agro-technical, fertilising and plant protection measures taken, the field observations made and the volume of harvests obtained, as well as other measures taken;
• it is recommended that the conditions of good agricultural practice be met (more information on the conditions of good agricultural practice is available in theConditions of Good Agricultural Practice in Latvia: 2008).

Register for integrated farming of agricultural products

In the Register of Integrated Growing of Agricultural Productsyou must register if you want to:

• receive State and European Union aid payments for agricultural products grown (vegetables, potatoes, fruit trees and berry products), or/and
• include in the labelling of products an indication of the national food scheme in accordance with the regulatory enactments regarding the requirements for food quality schemes (e.g. “green spoon”), or/and
• participate in the School Milk and Fruit Programme.

Organic crop production is a farming system where products are obtained by farming with natural biological methods: chemical pesticides and fertilizers are not used, weeds, pests and small organisms are not destroyed by poisons, but crop yields are ensured by creating healthy soils. It is also important to use plant and plant seed material suitable to local climate conditions.

The farm may not be converted into an organic farm on a single day, week or year.

In order to obtain the status of the holding, several steps must be completed:

• to refuse, first, any use of pesticides and fertilizers on the holding,
• next step: an application for certification must be submitted to one of the two control bodies for organic farming:environmental Quality SocietyOr“Certification and Testing Centre” Ltd,
• the test/transitional period must be passed and the certificate of the organic farm must be obtained.

List of operators involved in organic farminginformation is available on operators who have received certificates for organic farms.

It is permitted to use seed and vegetative propagating material in organic production, which has not been produced by the organic production method, if seed of biological origin and vegetative propagating material are not available.

Ensure that seed and vegetative propagating material of biological origin are available, possibly in a database maintained by the State Plant Protection Service:

Only if, after the specified update deadline, this database does not contain information on available seed of biological origin and vegetative propagating material and the plant species concerned has not been grantedgeneral authorisation, the farmer may request an individualauthorisation for the use of seed and vegetative propagating material of conventional origin in organic farming.

Individual authorisation for the use of seed and vegetative propagating material of conventional origin in organic farming

In order to allow seed (seed mixtures) and vegetative propagating material not obtained by the organic production method to be used in organic farming, it is necessary to obtain an individual authorisation.

We recommend that you use an e-service to get permission "Authorisation for the use of seed and propagating material of conventional origin in organic farming'on the e-services site of the agricultural sector.

If an e-service is not used, a form must be completed and submitted to the State Plant Protection Service:

• Application for the receipt of a permit for the use of seed (seed mixture) or seed potatoes, which has not been obtained by the method of production of organic farmingOr
• Application for the receipt of a permit for the use of vegetative propagating material not obtained by the organic farming method.

If you want to purchase a tractor-engineering and/or tractor-engineering trailer or if it is owned by you, it must be registeredNational Technical Monitoring Agency(VTUA).

Registration of tractor-engineering shall be carried out in accordance with 06.06.2017. Cabinet Regulation No. 313Rules for the registration of tractor-type equipment and its trailer“. Annex 1 to these Regulations lists the techniques that need to be registered in the State Information System “State Information System for Truck Engineering and its Drivers” (the register is not publicly available).

How do I make a first-time registration of tractor equipment?

If you purchase a new or second-hand tractor or its trailer registered or unregistered abroad, you must dostrengthening of first-time ownership rights in the Republic of Latvia.

To register the first-time ownership rights of the owner of the tractor-engineering or its trailer, it is necessaryNational Technical Monitoring Agencyto submitapplicationthe first registration of a technical unit in the Republic of Latvia, andservice to be paid. The application may be submitted upon arrival at the State Technical Monitoring Agency.

The services are provided only after pre-application, via electronic or telephone communications.

After submitting the documents, the tractor-type equipment or its trailer must be presented to the State Technical Monitoring Agency for the comparison of technical data. The comparison of technical data may be carried out on arrival of THE STAFF member to the owner or by bringing the equipment to THE office of THE VTUA.

After evaluating registration documents and comparing technical data, registration of technical data of the owner, tractor-type or its trailer in the national information system “Information system for Truck Engineering and its drivers” (register not publicly available) shall take place.

When registered, a tractor or trailer shall be issued with a registration certificate for the tractor or its trailer and a national registration number mark.
