In order to ensure greater access to services, in parallel with the provision of services on site, authorities are increasingly developing other service channels, including the provision of services in the electronic environment.
E-service means a way of providing one or more services or separate phases (requesting or receiving a result of a service) by electronic means, including via websites, mobile apps, text messages or e-mail;
Through e-services, institutions increase the availability of services, improve the quality of service for citizens, and ensure more efficient use of resources to ensure their functions (automation leads to a reduction in hand work, etc.).

The availability of services in electronic form shall be cared for by the institution responsible for the relevant services (for example, in the same way as in the presence where the State Social Insurance Agency is responsible for the granting of sickness benefits). The services to be electronised shall be selected taking into account the population's demand for the service in question and other aspects. Electronisation of services shall ensure that e-services are as safe and simpler as possible for use by citizens and business.
After e-service functionality, three types of e-services are distributed:
Services can be electronised at different levels (degrees). Five levels of electronisation of services may be distinguished according to a generally accepted methodology:
Level 1 (information): information on the service is placed on a publicly available website;
Level 2 (download of forms): The forms required to request a service are available on a publicly available website in electronic form. A form signed with an electronic signature may be sent to the institution's e-mail;
Level 3 (one-way interaction): The person has the possibility to request or receive the service electronically. For example, a person can electronicallyapply for the issue of a personal identification documentin the selected Division of the Office of Citizenship and Migration Affairs (PMLP) and to make payment of the national fee for the issuance of a personal identification document;
Level 4 (two-way interaction): the service can be requested and the result of the service can be obtained electronically. For example, a person can submit an annual income statementElectronic declaration system of the State Revenue Service (SRS EDS)for the recovery of overpaid taxes and eligible costs, and for the receipt of the declaration and the transfer of money by electronic means;
Level 5 (fully electronised process): the service is received without a person's request, the data required for the provision of the service is obtained by the institution itself without the involvement of the person. For example, the pages of e-incapacity issued and entered into by a doctor are automatically available to the State Social Insurance Agency in case of application for benefits and costs, if necessary.
When you run an e-service, you are given the result of the execution. Depending on the e-service used, the result of execution may be different:
National e-services are available in a variety of portals, such as the Electronic Declaration System of the State Revenue Service, the Electronic Login System of the Rural Support Service, but in order to make information available to citizens on all public services together, the National Administration Services Portal has been established in Latvia as the single point of contact in the availability of State and local government services.Latvija.lvwhich is maintained by the National Regional Development Agency (VRAA). In order to receive services in person, such as requesting an unemployment benefit or submitting a tax declaration, it is necessary to certify the identity of the person with a personal identification document or a signature. Also in an electronic environment, in order to receive services, a person must certify his or her identity or identify.
