This section provides information how to register as a tourism agent or tourism operator.

If an economic operator has decided to commence its activities as a tourism agent, tourism operator or provider of related tourism services, it has a duty to register in the Tourism Service Providers database maintained by the Consumer Rights Protection Centre (PTAC) and to obtain a special permit (licence) for the provision of complex tourism services.
In order for operator to be able to register in the Tourism Service Providers database, it is necessary to submit an application to the PTAC in accordance with the information specified in the description of the licensing of tourism service providers - here.
Make sure of a successful registration
PTAC issues a special permit (license) in the electronic or paper document form to a travel agent or tour operator within 3 (three) days after the decision is made, as well as includes in the Tourism Service Providers database.
The Tourism Service Providers database can also be used by travellers to make sure that the tourism service provider has registered its activity as a tourism agent, tourism operator or related tourism provider.
If changes have occurred regarding information included in the database of the Tourism Service Providers, service provider has to inform PTAC of these changes within five working days.
In addition, the following information must be provided to PTAC quarterly via the online tool dati.ptac.gov.lv:

Local municipalities in Latvia have rights to adopt binding regulations for the provision of tourist guide services, including their certification.
However, certification does not apply to tourist guides who provide tourist guide services in the EU or EEA and meet the national requirements and regulations of that country in the field of tourist guide services as well these guides provide only temporary tourist guide services within Freedom to Provide Services Law provisions.
