If you need to check at which address you are currently declared:

• using the e-service My data in the register of individuals;

• by writing request signed securely with  electronic signature, and sending to the OCMA  e-address or to pasts@pmlp.gov.lv;
• on-site the OCMA.

 

Using this e-service, you will find out the current and historical information in the Register of Natural Persons (personal code, declared address of residence, identity document, nationality, nationality, spouse, children, parents, etc.):

• for themselves and for their minor children;
• in respect of persons under guardianship or under guardianship.

The service will result in an informational document (*. pdf format).

 

When you change your place of residence, you must declare the new address of the place of residence within a month. When declaring the address of the place of residence in Latvia, the declaration of residence may also indicate one additional address in Latvia or abroad, which is not the second declared address.

 

Declare the place of residence of your child, the child of your minor, the person under guardianship or custody:

• open e-service Declaration or designation of residence, complete it and submit it;

• on-site at the OCMA (only foreigners);
• in person in the declaring authority of residence of the local government in the administrative territory of which the address of the place of residence to be declared is situated.

 

It is not necessary to cancel the previously declared address of the place of residence because the address of the place of residence previously declared in the Register of Natural Persons is automatically replaced by the new address of the place of residence.

Electronic declaration shall be free of charge.

The declaration of residence of an EU Member State, a national of the EEA State and the Swiss Confederation and their family members who have received a registration certificate or permanent residence certificate issued in the Republic of Latvia (foreigners) may also be submitted in person - the Office of Citizenship and Migration Affairs (OCMA) in the performance of the payment of the State fee.

If a person has submitted an application of the OCMA for requesting a residence permit, registration certificate or permanent residence certificate or for determining the legal status thereof and the information specified in this submission contains the information necessary in the declaration, it shall be deemed to be the declaration of residence.

 

If you are a citizen of Latvia, a non-citizen of Latvia or a person who has received a residence permit, registration certificate or residence certificate in Latvia and your place of residence is abroad, it is your duty to notify the Office of Citizenship and Migration Affairs (OCMA) regarding his or her, her minor children and the address of the place of residence of the person under guardianship or custody abroad:

• Within 3 months of moving abroad;
• Within 30 days of changing the address of the foreign residence.

 

A person who has received a residence permit in Latvia has a duty to notify the Office of Citizenship and Migration Affairs regarding the address of the place of residence in foreign states within three working days after moving to life abroad or changing the address of the foreign state residence.

A child aged 15 to 18 and a person with limited capacity shall have the right to provide PMLP with information on his or her foreign address of residence.

 

When notifying the address of the place of residence in a foreign state, the information regarding the declared address of the place of residence in Latvia is automatically replaced by the new address of the place of residence. The person has the right to specify one additional address in Latvia or abroad in addition to the foreign address of the place of residence.

In order to declare residence in a foreign state:

• open e-service Declaration or designation of residence, complete it and submit it;
• by writing request signed securely with  electronic signature, and sending to the OCMA  e-address or to pasts@pmlp.gov.lv;

• on-site at the OCMA;
• go to the nearest Latvian diplomatic or consular representation in the country;
• send request by mail to the OCMA, attaching a copy of an identity document.

 

In order to obtain information regarding the immovable properties registered in the Land Register and persons who have declared, registered or indicated their place of residence in it:

• use the free e-service My property has declared and additional addresses for the specified person.

 

Use this service at any time if you suspect that foreign persons have been declared on your property (for example, if you start receiving letters addressed to an alien person, or the utility invoice indicates a higher number of persons declared than you should have.

 

If you are a potential real estate buyer and you do not already own this property, you are not entitled to see the details of the persons declared on the property. To make sure that no one has been declared on the property at the time of purchase, ask the owner of the property to use this e-service and to show you the results from the e-service.

 

If you have learned that a foreign person has declared at the address of your place of residence or property belonging to you, the information regarding the declared place of residence of that person may be cancelled by appealing to the local government in the administrative territory of which the address is located. An application may be submitted to the local government by the owner of the immovable property or another interested person (a relative, manager or tenant of the owner).

The municipality an application shall be submitted specifying:

• The given name, surname and personal identity number of the person to whom you want the local government to cancel the information regarding the declared address of the place of residence;
• The address in which the person declared unlawfully;
• Justification for why you want to do this.

 

The justification may be given declaration of residence law the following referred to in Article 12:

• The person has provided false information when declaring the place of residence (for example, not in relation to the owner or in the absence of a rental contract);
• The person has no legal basis to live in the declared place of residence (for example, the term specified in the rental contract has expired).

 

Application may be submitted the municipality:

• by electronic means  e-address, by signing a secure application  electronic signature;
• by post;
• on-site;
• by sending electronically to the official e-mail address of the local government, by signing the submission with a secure  electronic signature.

 

Upon receipt of the submission, the authority for declaring the place of residence of the local government will take a decision regarding whether to cancel the person's place of residence.

Canceling information about the declared place of residence is free of charge.

Call for the use of this service, for example, to your employer when you ask for a statement on the current address of the declared place of residence. The verification will result in a statement as to whether or not the person has a valid registration at the address indicated in the place of residence.
