Preparation and submission of documents for the commencement of the construction process

In order to initiate the construction process of a private house and to receive a construction permit, the construction initiator will need:

1. Prepare an application for the design of construction. At times the above list of drawings and other materials are sufficient and nothing else needs to be drawn up. However, this is very rare in recent times and the project should be supplemented with the parts specified in the construction permit rules. For example:

• Gas internal and external gas supply project GA and GAT (required if gas connection is available).
• External water supply and sewer project TO BE FINANCED (to be worked if there is a connection to joint communications).
• Electricity supply project ELT (usually developed up to the electric panel, but Riga also needs a project solution to connect to the house).
• Land conversion (mandatory when forest land is used for construction).
• Tree felling permit (Regulations regarding felling of trees can be viewed here).
• Amelioration solutions (developed if the construction site is located in an amelioration structure protection area, such as ditches and amelioration pipes).
• Connection project for the power supply network (to be developed if the connection is in progress).

The full composition of the project should be considered within 15 working days. If the decision is positive, you will receive a harmonised project, carry out mandatory construction insurance, and the building inspector will issue a permit for real construction.

Requesting technical regulations

When preparing to submit a building project in full composition, the construction initiator or his or her authorised person may request in good time the publishers of technical regulations, for example, as “distribution network”, AS “GASO”, to issue technical regulations to water management and other publishers of technical regulations, which must be taken into account when drawing up a construction project.

If the construction agent and associated construction specialist do not know what the construction project will need to be harmonised or what technical regulation should be obtained, it shall be determined by the building board, and the construction plan shall be submitted to a minimum.

The construction permit shall include the conditions for design and construction work, which will have to be completed sequentially in order to start the work.

Fulfilment of design conditions

The building board in the building permit shall determine the design conditions which must be fulfilled, for example:

• conciliations with neighbouring real estate owners, joint owners;

  • with national authorities, for example National Heritage Administration, State Environmental Service, Latvian State Roads, State limited liability company Real Estate of the Ministry of Agriculture, Regional amelioration department, Health Inspectorate, State Fire and Rescue Service other institutions;
  • with local authorities;
  • with owners of engineering networks (if not done before) such as electricity provider, water and sewer provider, gas provider and others.

After the fulfilment of these conditions (You (the construction initiator) or the authorised building specialist) must prepare an electronic application to the building board, which will carry out the examination of the submitted documents and a note regarding the fulfilment of the design conditions. Fulfilment of conditions for the commencement of works

After fulfilling the design conditions contained in the construction permit, you may, as a construction agent, start fulfilling the conditions for the commencement of works included in the construction permit.
